Scientific and technological dialogues between the EU and other parts of the world combine political dialogue with project-based cooperation and bottom-up cooperation. “This agreement is a symbol of the close relationship between our two nations and our mutual commitment to advancing scientific research for the good of the American and Lithuanian peoples,” said Ambassador Hall. “For many years, our scientists and innovators have worked together in the fields of lasers, biotechnology, materials science, computer science, semiconductors, heather research, natural resource management, environmental protection, energy and more. We look forward to dynamic and effective international cooperation between all scientific organizations and individual scientists in both countries and in the Baltic Sea region. Requests for information from embassies of up to 90 days from specialists from other agencies to carry out embassy projects requiring special expertise will most likely continue to exceed the capacity of the service or organizations of expert parents interested in supporting many of the contracts requested. There have been cases where embassy allocations for the consultation of proposed projects would have been shorter and therefore less costly if specialists had limited their activities to projects of interest and had not participated in broader embassy activities. The EU has bilateral agreements with 20 countries around the world. These agreements are based on common interests and priorities to strengthen cooperation in research and innovation. In order to encourage awareness of TS in all messages, the department should set up a prestigious annual award for the management of an embassy official, which has contributed during the year to improving the scientific, technological and innovation impact in areas of priority interest to the department. We recognize that not all countries share American values – in fact, some are trying to illegally acquire America`s proprietary intellectual property and information. That is why STC works with foreign allies and state-funded scientists to ensure that the United States rightly benefits from the benefits of international scientific and technological cooperation and that those with whom we work respect the rules-based order. STC monitors global science and technology trends to preserve U.S. advantages over its strategic competitors and improve our understanding of how they can influence – or undermine – U.S.

strategies and programs. The above recommendations require both budget commitments and personnel commitments. But these commitments are modest compared to long-term payments, as S-T`s capabilities continue to spread around the world. It is particularly important for the Department to recognize that the growing development of S-T permeates the entire structure of the External Action Service and public service personnel. If the recommendations are implemented, they will have a significant effect on increasing the long-term skills of many people and key components of the department. Institutions are adapting to the growing influence of science and technology on international relations. More than 25 years ago, the department developed the concept of regional hubs in selected messages to address regional issues.
